Yes, this is definitely true for some properties. When we checked into one Doubletree we asked if any upgrades were available. Clerk: "your room is on the Honors floor." Me: "how is that an upgrade?" Clerk: "It's on the Honors floor." There was no difference that we could tell - no extra amenities, bathrobes, anything.
