Had a recent Avis rental, pickup at BOS, drop-off downtown Brooklyn NY. We paid cash at all toll booths we passed through and didn't at any point touch / use / interfere with the EZPass device. Avis have now billed my credit card for a toll plus a 19USD "convenience fee". They have absolutely refused to refund this and are stating my dispute is with "the issuing authority" (including for the 19USD fee). I'm fairly angry that this has been charged (on a rental costing almost 900 GBP) - any suggestions about having the charge removed?! Is this a common tactic from Avis?

There are no cash tollbooths left in Massachusetts as of 2017, so the EZ pass would have been accessed leaving Logan Airport (Ted Williams Tunnel or Sumner Tunnel) to pay that toll. If you took Route 90 (Mass Pike) you would have passed a number of cashless tolls all the way to the state line. If you took Route 95 south, along the coast, there are no tollbooths in Massachusetts, but you may have accessed some in other states (Rhode Island, Connecticut or New York). There are still cash lanes for the bridges in New York, but I think just leaving Logan would have triggered the toll and the convenience fee.
