In a way. They offer hand baggage only (HBO, round here) fares to compete with the LCCs. They also have fares which include luggage and seat selection. The theory is that some people prefer to choose the elements they need (and so for example I have just done a short overnight trip for a business meeting, and I only needed hand baggage, so an HBO fare suited me and my employer fine) but inclusive fares are available if that is what you are after. You just need to be careful that you are looking at the right type of fare when you're comparing prices.
