The tip off seems to be when the rate is quoted in U$D, but the countries money is useless any where else.
IF you can exchange U$D for the local stuff at a better rate than the hotel uses for conversation, then do that and pay the bill in KRW or RMB, or whatever.
I assume I could also pay in US$ CASH so as to ensure I am getting the right rate on check out.
