How common is overcharging by Hiltons with AMEX?

Hi there,

Booked 2 rooms on non refundable prepay DBB rate at 2 x 280.50 a room.

Both where fully billed and posted to my AMEX.

Come to checkout and they claim the second room is only pre-authed and not paid inspite of me showing them the posted transactions on my AMEX app. They they proceed to bill the room a 2nd time and when I see it on my phone they tell me to dispute it with AMEX.

Raised a dispute with AMEX and they consider them fully posted charges so it's Hilton's problem.

EG they are both blaiming each other.

Clearly not following their make it right policy...

My questions are

1) How common is this ?
2) What kind of restitution should I expect for an incident like this once they agree they are in the wrong ?
