And barring the OP doggedly searching for other patrons to validate fraud (and this is a huge IF, given that Occams Razor leans towards this simply being a mistake) and then all the patrons taking action either independently or as a class action, the likely outcome is the hotel says "oops, I'm sorry", refunds the $4 and throws some points as a goodwill gesture.
Now, if the OP
AND their friends, colleagues etc. all have a $4 charge.. that's a different story. Although at that point, that is outright fraud and I would be reporting it to someone other than the hotel itself.
