You asked for a date change on August 30 (well before the storm ) so it was fair to pay the appropriate change fees. The fact that your flight was subsequently cancelled due to the Typhoon is irrelevant as it happened two weeks later, and in any case they rebooked you on the next available flight on the 17th.

Unfortunately as I see it they’re unconnected and CX is right not to refund the charges.
