As far as paper honor bar charges go, I always fill out the slip (the "honor" part) and about 80% of the time I get charged. I would note that the treatment varies by property... some are really diligent about honor bar charges.

The friendlier you are with the concierge attendant, the more likely they are to ignore it. I've had some attendants deliberately tell me a drink was free, others I assume purposefully don't ring it up some of time time.
