Things have a way of righting themselves over the long term. If the OP is going to call about $4, I hope he also calls when he's undercharged $4. They are equally wrong. And I've definitely not been charged for drinks. I was actually disappointed that the lounge a couple weeks ago had one of those wine dispenser machines where you scan your room card and it automatically pours and adds to your bill (but had a glass anyway!). It's probably about half the time when I fill out a paper slip, I never see it on my bill.
As far as paper honor bar charges go, I always fill out the slip (the "honor" part) and about 80% of the time I get charged. I would note that the treatment varies by property... some are really diligent about honor bar charges.
The friendlier you are with the concierge attendant, the more likely they are to ignore it. I've had some attendants deliberately tell me a drink was free, others I assume purposefully don't ring it up some of time time.
