This is like taking a 5 lane highway and reducing it to 2 and telling some drivers to go in lane one because they drive the road more than the other guy or go in the other lane because their car doesn't meet the standard for driving in the fast lane.

I can't possibly see who is going to sit in the boarding area until called.

I predict utter chaos. Please prove me wrong.
