In the past, any passengers travelling in business class on an AC operated international flights are eligible for Concierge Service. This eligibility has been slowly pared away over the past few years.
Now only those in paid business class - J, C, D, Z and P are eligible but only on the international segments. Eligibility on the domestic feeder segments is restricted to Signature service flights. In your case, WAW-YYZ-YVR, eligibility for Concierge Service ends in YYZ unless your YYZ-YVR is a Signature service flight. Conversely, if you are flying YVR-YYZ-WAW and your YVR-YYZ is not a Signature service flight, your entitlement to Concierge Service will not begin until you reach YYZ.
Based on information posted on the AC web site which I have copied and pasted in post #8 , it appears eligible Concierge Services for non-SE are check-in assistance at the Concierge Offices at YYZ, YUL and YVR plus "at risk connection" from one Signature flight to another Signature flight. In essence, very limited.
Your ability to be able to find a Concierge Agent or request a regular AC customer service agent to help you to find a Concierge Agent may vary from airport to airport. Personal experience, I have good experience at non North American airports with YVR being an exception. The chance at YYZ is very slim.
