Then on arrival at YYZ, assistance by the Concierge Service on "at risk connection" is offered only if one is connecting to another "Signature Service" flight, i.e., the YYZ-YVR flight must be a Signature Service flight to be eligible.
If you are not AC SE, even if you are eligible, your chance of finding an AC Concierge Agent to assist you in YYZ is very slim. They will find different reasons to brush you off. Best bet is to go to the Maple Leaf Lounge to get someone there to help you or join the queue at the customer service desk.

Thanks for the additional detail. It looks like I am eligible for select Concierge services according to the fine print in the information you have retrieved. I wonder what the selection consists of?
Has any non-SE using "Signature service" in J actually been able to summon up a Concierge to provide one of these select services?

I'm tempted to try just to do a public service to the Flyertalk community and discover what services are selected for this category of traveler!
