The biggest issue is the inability for each side to come to an agreement about those that are not members. The union calls them freeloaders and says its against the law, but BR will not budge on a blanket change to anything. TFAU membership at BR has declined these last few months according to some of the FA's. The company has refused to renew contracts after 5 years of some flight attendants and has not undergone any recruitment in 2018 as it cuts down on it's FA numbers.
I can't see BR ever budging on the blanket change issue. It would be a major concession that ends up giving much more incentive to join the union, and hence bargaining power.
