I would rather say 'No direct correlation'. Although I have yet to miss an upgrade since 3/18 (full exit seats or not), I have noticed that full exit seats almost always means full F cabins.

I agree with other that have posted to the effect that the fuller the exit row seats, especially on midcons and transcons the lower the upgrade chances.
