Has anyone done TWOV through Chengdu?

I am trying to understand this part on TIMATIC:

- Warning:
For TWOV through Chengdu (CTU): before departure, a
notification must be sent by the carrier to immigration at
[email protected] .
Would Air China take care of this for me or do I need to be more proactive about it?
