A lot of banks seem to be changing their approach on this. It seems that since the news broke a lot of people's accounts are being hit, more than they perhaps expected to have to deal with, so easier to just replace everyone's card.

My account is IE based and I have received the first two e-mails but not the third. AMEX customer service (US issued card) have confirmed to me they are fully aware of all the shenanigans and seemed to be somehow aware that my card was potentially affected.
Italy based and I've had not had the third email.
