I suspect WN doesnt mind having late cancellations (reasonable percentage within a few days of departure) as long as they can sell those seats and tbese days there is enough demand for last minute bookings.
That canceled cheap seat will be sold for far more... i am oversimplifying but this practice probably has more impact on other pax than WN itself.
