Angry Customer Support - Ireland? Worst experience ever - who do I speak to?

Does anyone have a good way to get in touch with Hertz International? Specifically Ireland? I've been having perhaps the worst car rental (and possibly) customer service experience with Hertz Ireland that I've ever experienced and I travel regularly. Just to explain:

When I picked up my rental car I was REQUIREDto buy insurance. I explained I had it with my credit card company who provided it to me - but was told unless I had the letter with me I had to buy it, but... if I got the letter sent to me, I could show it to the counter upon drop off and get it reversed. I then ALSO got written confirmation from Hertz customer support online (chat) it would be removed upon drop off. I have the transcript saved.

So that made two Hertz employees who told me what to do and I did it. When I dropped off the car, I brought the insurance confirmation letter - but they did not honor this. That I could only do via customer service. That has basically gone to a black box. Two weeks for the first response (which was just a flat no) and nothing back since my response to this.

I feel lied to and the lack in communication has just made it worse...
