My knowledge comes straight out of airline policy handbooks, although, I've not seen any for airlines based in Malaysia (but these airlines do fly to Malaysia).
Any parent can tell you a 24-month-year-old is unlikely to sit in their seat for takeoff/landing without considerable bribery or sleep deprivation prior to the flight ;-)
