I don't think anyone but BA can say whether it's because everyone is Silver/SPH or above or passengers pay for seats, but I also noticed that the WTP cabin tends to fill up weeks in advance of flights. It is a small cabin and it would not surprise that people pay to guarantee the seats that they want. I personally do pay for seat selection on other airlines.
