Why? The car was taken and isn’t available either way. If that person would have checked the car out and went to the cell phone lot, or put their luggage in the vehicle and went back to the airport...the car isn’t available either way, so you are in the same boat.

If you wander around the lot for a few minutes looking for something better, you're not making anyone any worse off because you are one person, you would have taken one car, only one car is taken either way so nobody loses.
If you then lock the car and go for a coffee, lunch, six hour nap, etc. then that car is occupying space that could be used to give another person the opportunity to drive something else. So, if you take longer than the time when your space would have been filled by a replacement car, an unidentified but still real renter is losing out.
