Yes the fee gets waived if you don't have a balance on the account. Some months I have a balance and the fee gets taken out, some months I don't. I've never tried to drain the account in order to save on the fee as I don't mind paying the fee for the convenience the product provides me and I make more than enough MSing to cover the costs.
Right, you do not want to get greedy and give AmEx the reason to shut you down. If you get $500 from your activities, sure you can share $4.95 with AmEx....
