You're looking at the wrong table. The first special fares table is for flights on/after Jan 11, 2017. Below that there is another drop down menu table for fares on/after May 4, 2017. Expand that and you'll see P as premium economy earning 100% RDM, 1.5 EQM, and 20% EQD. Its misleading, I have no idea why aa.com puts the older date table at the top, that table is basically irrelevant now yet it's the first thing you see and click on on the special fares page.

I've noticed the same issue where sometimes you get PE as an option on the main AA Vacations search page and sometimes not. One good workaround I've found: on the main search, just enter your cities and dates and search economy class. On the search results page, at the top there is a link for "Modify Search", when you click that PE is always displayed as an option in the drop down menu.

The "Modify Search" link also works to get around the AA Vacations date restrictions. The main page AA Vacations search only let's you search trips starting around a week out, but when you click modify search this restriction is removed (so you can book a package departing anytime starting tomorrow).
