If the airline offers a bereavement fare that is wonderful. However, it is not the airline's responsibility to deal with all of the personal tragedies out there. It is the responsibility of the community to see what they can do to help which is certainly what the OP is trying to do. Perhaps start a "go fund me" to raise the funds to purchase the tickets for this family?
I am very sorry for their loss. I doubt any of us can truly picture what they are going through.
