Er, that's because it was only a Tropical Storm, and there is the category Severe Tropical Storm above that before you get to real Tropical Cyclones. From what I read on the web and from what I hear from friends by email (I am on the road) this was just one of the 2 or 3 days a year that the HK population seemed to have come to expect as extra days off, even if it is just a bit windy and wet. The fact that no flight operations were significantly affected says it all.
