Children can sit on your lap for takeoff/landing so long as they are under 15kgs. This restriction is to do with safety and the parent being able to cope with extra weight during an emergency.
Thanks for the reply! Hmm, that wasn’t my understanding and is different to the polices of other airlines and regulators around the world. Do you have anything in writing I can refer to for details? I can’t see any policies on the mavcom website, and EASA for example says the opposite on their site:

A child over 24 months of age must occupy a separate seat.
