Is it based on the time of departure (e.g., for an 8:00 PM flight, if I cancel the tickets at 7:55 PM, it's free and is not counted as a "no show") or another time (e.g., 3 hours before the flight)?

I believe the correct answer is that you must do it before 15 minutes prior to departure, and you can cancel a flight after checking in.
I would hope, however, that such a thing would not be done to protect a seat next to you to keep it open or to keep open a first class seat in hopes that you could upgrade into it.
