if you want to try your luck

1) buy a cheap Osaifu-Keitai Android phone (typically japanese-only phone eg $135 below)

2) attempt to add google account to the japanese phone, and add money w/ credit card. good luck switching the language to english
Suica/WAON card supported on Google Pay ( requires phone with osaifu keitai)
