When the downstream carrier does not do business in the US, this is a mess because DOT does not have a hook and neither do you. On the other hand, when the downstream carrier does business here, it is easy enough to pursue if necessary.
If you wish, you could file a complaint with DOT because the downstream carrier, which does business in the US, failed to follow US law, but the likelihood of DOT doing anything that matters is close to zero in this instance.
I will be interested to see whether Chase does come through once it realizes that it has no way to proceed to recoup.
Chase followed up with me over email. They are planning to send a check for refund. Only problem is, they used wrong exchange rate. I have to call them twice to fix the calculation. Going to wait for couple of weeks for check.
