No, it's not the first. The Amex Delta Blue card came out months before the Citi AA MileUp card did, and the Amex Delta Blue card earns 2x on restaurants and DL purchases. So it smells as if MileUp was Citi's response to the Amex Delta Blue card, not an original idea!
