Pretty sure that's incorrect. Premier skyline are floors 3-5 facing jumeirah beach road / downtown skyline. There are no lower floors for premier skyline rooms, floors 1-2 are effectively the lobby in that part of the hotel. Deluxe skyline rooms are floors 1-5 and face the jumeirah residential area with partial skyline views. In your photo, if you could swivel left, It would be estaurant village valet drop and also a parking lot
