In the number of airlines I've flown, I've yet to encounter one that hasn't asked everyone to be in the upright position. But then I tend not to pick dodgy airlines to fly if I can avoid it!!
Not necessarily 'dodgy', nor indicative of a bad 'attitude to safety'. Perhaps just reflecting a less anal analysis. Another hot-button item for BA is anything on the floor in the emergency exit rows during takeoff and landing. On several domestic AA flights we noticed that they're simply not bothered by this at all at all. The first time we saw it, Mrs999 was concerned enough to ask the cabin attendant; she looked at us like we were daft and said 'No, there's nothing wrong with that'. Regarding seat backs in the upright position for takeoff and landing, I love Air NZ's approach. They say '... and now in preparation for takeoff please make sure that your seat back is in the fully upright position ... unless you are in Business Class, where you can have it any way you want'.
