Iberia is one of them. On the flights I have with them they did not request on 80% of them for pax to get their seat upright. In the most two recent examples, those were C pax and the FA spend a good deal of time bantering with them while their seat was in recline, prior to take off during taxi.
I've also seen this on Iberia - it was with a child who the crew just ignored on landing, with the seat almost fully flat.
