T1 isn't the worst of the 3 terminals, that honor belongs to T2 where the home based carrier PAL operates.
The new JAL lounge is pretty decent. JAL is not CX when it comes to lounges, but they did a good job in MNL. It is not big, but it pleasant and a huge improvement over the old JAL lounge. (which was an easy bar to pass)
