Now I just did an UuA on a return LHR-OSL from Economy to CE, but in manage my booking it shows I will earn 20 tier points instead of what I thought would be 80? Is there a different mechanic on short-haul or is it a mistake? If a mistake, can I call BA and ask to fix it?

When UuA you only get the TP's and Avios for the paid for class cabin you originally booked, not into the higher cabin you upgraded with Avios into.
So for the LHR-JFK you got lucky and it does happen from time to time so a phone call to BA is in vain really for the LHR-OSL flight. However if you had a revenue ticket for Y and paid cash for an upgrade you would get the CE TP's. (More info in the Dashboard re this)
