That makes me believe all the more that the FHR and other Amex "special" rates are just another way of paying for the upgrade -- it isn't free. You just pay more than the low rate you would otherwise get by not calling AMex.

On occasion, Amex gets be a better rate with an upgrade than I can get myself but it's so infrequent that I've basically given up wasting my time calling them about it.
