This re-issue/non-re-issue has been going on for some time. I "upgraded" using Avios a TATL return from WT+ to J over the phone. No re-issue. By the time I took the outbound leg, no "upgrades" were available. Whether it was the call-centre or the ticket re-issuing folk, the lady in the Lounge was too polite to say.
