In my experience, the process of making the keys is done in advance. At most properties, you still have to be checked-in, show ID/CC, and possibly sign a registration form.
This is the opposite of my experience. They keys aren't made even if I have checked in online, I never have to show ID unless it's a government requirement, and I always have to sign the registration form unless I get a digital key and don't interact with any staff.
But in the UK digital key asks me for information that I wouldn't have to provide at the front desk (nationality and name of other guests). This is probably a legal requirement that hotels normally skip.
