Card issuers do not combine inquiries. Credit bureaus do this when their algorithm suggests that multiple inquiries may be duplicates.
That may be true, but in practical terms I think the question may be, will Chase do another hard pull for a CLI if they just pulled a copy of your credit earlier that day for a new application.
