yes and maybe.
There are frequent shuttles between terminals.
If both flights are booked in one trip then you should be able to get both boarding passes. if not, you can talk to the SG agents in CGK and show them your itinerary (print it out in advance). They might be able to do it for you. If it doesn't work, there will be either TG agents or Changi airport agents in the transit area who can help you
