I suspect the lounge can't print BPs — was flying SIN-ICN-JFK in Y one time and when I got to the lounge the agent scanned my BP and told me "your seat has changed", took a pen, struck out my seat number and wrote in 16K (C on the A380)… I guess that's one way to get an op-up
And of course when I got to the gate my bp gave an error so the GA took it, gave me the new boarding pass and promptly ripped most of it off (I also don't understand why OZ doesn't let us keep the whole BP after boarding).
Anyway regarding the transfer desk — it's on the 4th floor where most of the people with long / overnight connections end up sleeping / hanging out, which probably explains the scene you walked past
