CX has no HK based mainland crew, he's probably a HK based Taiwanese crew. AMS is only flown by HKG based crew.
He probably came into work not expecting to serve the cabin, hence not bringing the waist coat (which he should've brought along so no excuse).
The flight is probably 1 BC down (J2 last minute sick call?), hence he's covering both his galley duty and cabin duty.
On CX, FP and BC don't dare asking SP or ISM (if they even know the current service drill or done the flight prep) to help with the work load even if the plane's on fire.
So the FP and J1 is probably trying their best to cope with short crew in an already under staffed cabin.
I mean, the FP has to do the galley (heating mains and setting trolley for SP and his own aisle etc) and cover the job of J2 as well(who is awol).
He has delivered all required service steps as stipulated in the service matrix, just very efficiently.
