I had always thought fare class did seem to matter (and really, nobody actually knows due to no published rules and the opaque cert application process).
Anecdotally, I've certainly jumped other PMs when applying my RUC very close to departure. Had assumed this was due to a higher fare class. At best, it's inconsistent.
Pull up the delta page on delta upgrade certificates. It specifically states waitlist is cleared 1st by status and then by request time, nothing else.
