Right. Concur acts as a front-end. The info selected in the frontend then gets sent to your corporate TA (in my case, BCD Travel), who uses their computer reservation system (back-end) to connect to a GDS, who ultimately connects the TA to the providers (Airlines, hotels, rental car companies, etc.) and make the reservation.
