And another one here, did it a couple of weeks ago with no issues. I'm in a Household Account, so added the recipient to the F&F list and transferred. Method I used was:

1) Log into BAEC
2) Select Executive Club -> Sharing Avios

Scroll down, tick the box, and there was a big button "Transfer Avios for Free" that becomes enabled once you tick the box to agree to the privacy policy.

As noted by KARFA is it possible you are coming up against limits (I think it is 27K in one year for free to one person, but others will know better)
