I'll give some transaction details here in case it helps anyone. On my most recent prepaid rental car, the transaction appeared on my Chase card as "CL *Trip Charges TRIPCHRG.COM", which is not one of the well-known rental car agencies. The receipt from Budget also showed a $0 charge and balance. There was a deposit held against my Chase card for the duration of the rental.
I just googled TRIPCHRG And this is what I found seems to be tied to loyalty and discounts:
