I'd second that - most of the delays are caused at MNL and ripple through domestic flights, so none of the three carriers is doing great with regards to on-time arrival.
but if you are flying CEB-PPS, you could get lucky. I'd try to fly early in the day before delays build up.
I also would prefer CebuPac or PAL over AirAsia - it's the former ZestAir and planes and services are poor.
CebuPac and PAL are a wash - I'd buy the cheaper ticket and more convenient schedule...
