I've seen other airports note the car license number as well. My assumption is that they record the car licenses each night and check them as they leave. That way, you can't slip around to the entrance gate on your way out and get a new ticket and only pay for 15 minutes or so. It is probably also a backup to know how long to charge people for if they lose their ticket.
