Japan service level has been decreasing lately. I will refrain from making assumptions why it is happening. But it is still way different from other countries. Things are changing and japanese expectation are not being met.
One major change is the shift from seishain to temp staff performing a lot of the customer facing services. The attitude of Japanese companies towards their contract employees vs permanent employees is just not going to do wonders for how services are delivered.
