Cost to airlines of gate-tagging bags

We all know that airlines incur per-bag costs from airports and ground handling agents for baggage that passengers choose to check in. At the departure airport, such costs cover various activities such as X-raying the checked-in baggage and routing it to the correct aircraft.

But do airlines incur any per-bag costs at destination airports? My reason for asking is to ascertain whether budget airlines incur any additional costs when they decide to tag compliant cabin bags at the departure gate to go into the aircraft hold, which are subsequently collected at baggage reclaim at the destination airport. Budget airlines are starting to do this more and more (at no cost to the passenger), even when the bag meets their size and weight requirements.
