We were both gold and travelling CE, so both bags could have been linked to my husband alone. At this time I still don't know if it was a "made up" rule or the norm.
Was your husband too honest about the fact that one bag was yours? If so, I wonder whether that might have prompted the agent to require your presence before checking that bag.
